There has been some speculation on comp.os.vms recently about software licensing for OpenVMS software products and whether it is legal to sell consolidated distributions.
The licensing pages on the HP website makes it abundantly clear that you need a license to run the software.
IANAL, but the third paragraph of the "Terms" page seems to be pretty straightforward:
You may not transfer the Software or license except as expressly authorized by HP. You may not reverse engineer, decompile, or disassemble the Software, except to the extent HP cannot prohibit such acts by law. You may not make the Software available to any other party or permit others to use it except your employees and agents who use it on your behalf and who have agreed to these license terms. You may not modify or make inoperable the license key or license management software.
(Emphasis mine).
I certainly won't be selling my condists any time soon.
